VCCW v3.16.0

We released VCCW 3.16.0. It includes following fixes.

• Updated Ruby version to 2.4.
• Updated Wordmove to 2.4.

If you are using WP-CLI, you can update VCCW projects like following.

$ wp scaffold vccw . --update
